The Treasurer of Utah is an elected executive position in the Utah state government. The treasurer is the state's chief financial officer, responsible for the management of taxpayer dollars. As the custodian of public money and the central bank for state agencies, the treasurer oversees the collection, safeguarding, investment and disbursement of state funds. The treasurer is responsible for the state's collection, concentration, disbursement and investment processes. The office administers the Public Treasurers' Investment Fund, which provides daily liquidity to state agencies and over 700 local government entities throughout Utah, and several long-term investment funds and a portfolio of statutorily required government escrow accounts and letters of credit.The specific duties of the treasurer are outlined in Title 67, Chapter 4, Section 1 of the Utah code: receive and maintain custody of all state funds; unless otherwise provided by law, invest all funds delivered into the state treasurer's custody according to the procedures and requirements of Title 51, Chapter 7, State Money Management Act; pay warrants drawn by the Division of Finance as they are presented; return each redeemed warrant to the Division of Finance for purposes of reconciliation, post-audit, and verification; ensure that state warrants not presented to the state treasurer for payment within one year from the date of issue, or a shorter period if required by federal regulation or contract, are canceled and credited to the proper fund; account for all moneys received and disbursed; keep separate account of the different funds; keep safe all bonds, warrants, and securities delivered into his custody; at the request of either house of the Legislature, or of any legislative committee, give information in writing as to the condition of the treasury, or upon any subject relating to the duties of his office; keep the books open at all times for the inspection by the governor, the state auditor, or any member of the Legislature, or any committee appointed to examine them by either house of the Legislature; authenticate and validate documents when necessary; adopt a seal and file a description and an impression of it with the Division of Archives; and discharge the duties of a member of all official boards of which he is or may be made a member by the Constitution or laws of Utah. The salary for this positions is $104,000/year.

Application Guidelines
To file as an unaffiliated candidate in Utah follow these three steps: 1) Contact the Utah Lieutenant Governor Elections Division to confirm that your registered address qualifies you for the position you intend to run for, and that you meet other office specific qualifications. Obtain petition forms and a certificate of nomination form from the office. Begin collecting signatures. Before submitting the signatures to the Elections Division, the signatures need to be verified first by the appropriate county clerk. 2) Complete the required candidacy paperwork including financial disclosure forms and a petition composed of a stipulated number of signatures. Statewide candidates (e.g., governor, attorney general) must collect 1,000 signatures. All other candidates must collect at least 300 signatures or 5% of the registered voters living in the district/area (whichever is less). Accompany these documents with a Filing Fee. Next, file this paperwork with the Utah Lieutenant Governor Elections Division if you plan to run for a statewide office. Multi-County districts file with the Utah Lieutenant Governor Elections Division as well, however Single-County district candidates file with the County Clerk of the county in which the district resides. 3) Submit the candidacy filing paperwork to the filing officer during the filling window. The filing window begins the second Friday in March and ends the third Thursday in March.
